There is a FAQs page, but if you're experienced to forums it might not yield a bulk of useful answers to you. The content may be slightly out of date in some cases, as well. But to answer your specific question, there really aren't any games you have to play before you make your own roleplay.
I would suggest generating interest for whatever concept you have in the Interest Check forum (under OOC) and trying to get a team to sign on with you before releasing the roleplay, but that's just general procedure. You can do it however you like, and please don't be afraid to dive in!
There aren't any limitations on "systems or settings", although I'm not completely sure what you mean by that. You're the GM of your story, so you can handle things however you like - so long as it remains within the limits of the RPG Rules, which you can view from "Our Rules" at the top of the page.
